WELCOME
The City of Kissimmee and Osceola County are conducting a Project Development and Environment (PD&E) Study to identify a preferred alternative for the widening of Hoagland Boulevard/Pleasant Hill Road from US 17/92 (John Young Parkway) in the south to US 192 (Vine Street) in the north. This study will identify alternative typical sections and alignments for the corridor to meet capacity demands, to increase safety and to provide enhanced pedestrian features for residents and users of the corridor.

During the study process, the engineering, economic, social, and environmental impacts of the proposed project are being analyzed. The results of this analysis will provide a basis for the selection of the recommended improvements to the Hoagland Boulevard corridor.

BACKGROUND
A PD&E study is a formal process used to ensure that transportation projects are developed with consideration of both engineering and environmental aspects, as well as the interests of the public.

The first stage of the PD&E Study is data collection, a process which continues throughout the study. During this stage, information is collected regarding property owners within the project corridor and other interested persons within the area, as well as information regarding various environmental and engineering resources that are determined to exist within the corridor.

The information collected during the data collection stage is used to compare various no-build and build alternatives for the corridor. These alternatives are compared on the basis of environmental, cultural and social, economic, and engineering characteristics.

It is important to the city and county that the interested public is provided opportunities for information exchanges. Throughout the course of the study, the public will have the opportunity to learn up-to-date information regarding the project, ask questions as they relate to the project, and interact with the city, the county and the consultant team.

PUBLIC MEETINGS
The city and the county held  the Kick-off Public Meeting on March 27, 2008, at the Pleasant Hill Elementary School at 6:30 p.m. The meeting was well attended by approximately 80 members of the public. The consultant team had various documents available for review and presented briefly facts about the corridor and the study process.

The Alternatives Public Meeting was held on July 17, 2008, at the Pleasant Hill Elementary School at 6:30 p.m. Approximately 60 members of the public attended. A brief presentation was given and alignment alternatives and other project information was on display.

The city and the county invites you to stay informed and attend the future meetings related to this project. As those meetings are scheduled, information will be added to this website - check back often!!!

WHAT'S NEXT?
Based on comments received during the public meetings and on sound engineering judgment, a preferred alternative will be determined which will identify improvements to the corridor to enhance safety and operations.

Following the identification of the preferred improvements, a briefing will be held at a City Commission meeting and a County Commission meeting to which the public will be invited. Those who wish to do so may voice their comments during those meetings. The two groups will then be asked to vote on the preferred improvements.

The next phases of the project include final design of the improvements, right-of-way acquisition and then construction. There is currently no funding identified for any of the phases except for the design of the improvements.
